After your case goes through all foreign clearings you will be authorize to travel to the country of adoption for the completion of your International adoption process. Some countries require more then one trip in order finalize the adoption. Prospective adoptive parents may request to see the child before completing the adoption. Any remaining questions and concerning the child's state of health or personal background after seeing the child should be addressed before completing the adoption. Prospective adoptive parents may wish to have the child examined by a physician on the U.S. Embassy or Consulate's list of physicians before finalizing the adoption.

" It will probably not be possible under Chinese procedures for the prospective adoptive parents to take the child to a hospital in a city distant from the child's location for examination. Before the adoption is finalized, the prospective adoptive parents have no legal custody or guardianship of the child, and may not be allowed by Chinese authorities to take the child anywhere. All of these documents should be translated into Russian and apostilled (see below for information on authenticating documents). Russian law requires that a child must have been registered in the state database for children left without parental care for at least three months before he or she is considered eligible for international adoption. " After all interviews are completed, the actual adoption and completion of the contract, which includes making a fixed "donation" of around $3000-$4000 US dollars to the Children's Welfare Institute, take place. This "donation" is NOT a bribe, but is required for the adoption and completion of contract for the institute. Prospective adoptive parents will be requested to sign an adoption agreement/contract with the welfare institute, then register the adoption at the provincial Civil Affairs Bureau, pay requisite Chinese fees and obtain a Chinese passport and exit permit for the child. The adoption process also includes signing an agreement with the person or institution putting up the child for adoption, registering in person with the Chinese Civil Affairs Bureau and carrying out the notarized procedures at the designated Chinese notarial office.

AGE AND CIVIL STATUS REQUIREMENTS: Chinese law differentiates between an abandoned child (with one or both parents living) and an orphan (both parents deceased). The law restricts adoption of healthy abandoned children with one or both parents living to childless person 35 years old or older, and only permits the adoption of one healthy child. There are exceptions if you are adopting a relative's child. Persons who are under 35 years old and/ or who already have child (ren) are only permitted to adopt orphans (requiring proof that both biological parents are deceased) or handicapped children. Persons seeking to adopt orphans or handicapped children are permitted by Chinese law to adopt more than one such child. The Chinese law permits adoption by married couples and single persons. The CCAA also has advised that "adoption applications from homosexual families are not acceptable." Bill Would Block Republicans From Adopting Children

(Columbus, Ohio) A bill to ban gays, bisexuals, and transgenderds from adopting, that was proposed this week by 10 far-right Republicans, is dead in the water GOP and Democratic party leaders said Saturday.


GOP leaders in the House and Senate said they would not permit the measure to move through committee.

House Speaker Jon A. Husted (R- Kettering) through his chief of staff blasted the proposed bill.

"Most reasonable people would have a preference for being in a loving, alternative setting rather than an abusive, heterosexual setting," Scott Borgemenke told the Columbus Dispatch.

"There’s a growing concern within the Republican party of continuing to introduce this divisive legislation."

Borgemenke said that Husted wants the House to concentrate on job creation.

"I don’t think that’s a partisan issue. I think that’s the truth," he told the paper.

Democrats agree. House Minority Leader Chris Redfern said Democrats will join with Republicans to ensure the bill never gets to a vote.

The bill's chief sponsor, Ashville Republican Ron Hood, said if the measure does not make it to the floor this session he will re-introduce it again and again until it does.

"Studies have shown that the optimal setting to raise children in is a traditional setting with a mom and a dad," Hood said.

Hood claims that children raised in gay households are at "increased risk" of physical and emotional problem.

Gay community leaders accuse him of faulty reasoning

"To reach out and be a bigot is bad enough. To do it on the backs of children is just wrong," said Jeannette Birkhoff, of Equality Ohio.

"Let us be clear, this is not in the best interest of the Children of Ohio," said Russ Goodwin, President of Stonewall Democrats of Central Ohio. " It would allow children desperately seeking a loving family to remain in the custody of the state."

In 2004 Ohio was one of 11 states to pass constitutional amendments to block gays from marrying.

The only state with a blanket ban on gay adoption is Florida. Moves in other states to enact sweeping laws to prevent gays from adopting have failed.

International Adopton China: Chinese authorities are extremely sensitive about the intrusion of foreign entities. Adoption is also a sensitive subject in China. It is therefore advisable for any person interested in adopting a child from China to act with discretion and decorum. High profile attention to adoption in China could curtail or eliminate altogether adoption of Chinese children by persons from countries that have caused adoption to become the subject of public attention.

International Adoption Russia: Children of all ages, including babies and sibling groups, are available through Russian Adoption program. All children must be on the Russian national database for four months prior to being approved for foreign adoption. Families will receive pictures and medical reports of available children, though sometimes this information is not provided before the first trip to Russia. Although it is not necessary that a child have medical or developmental disabilities to be eligible for international adoption from Russia, adopting parents should consider all children adopted internationally to be special needs. Adopting parents should expect developmental delays. In general, limited information is available regarding the child’s birth parents. Both boys and girls are available for adoption.

International Adoption Ukraine: According to Ukraine law a child must be at least fourteen months of age before they are eligible for adoption by foreigners. Occasionally, infants under one year of age are available. Although it is not necessary that a child have medical or developmental disabilities to be eligible for international adoption, adopting parents should consider all children adopted from Ukraine to be special needs. Adopting parents should expect developmental delays. In general, limited information is available regarding the child’s birth parents. Both boys and girls are available for adoption.

International Adoption Kazakhstan: Children up to 16 years of age are available for adoption in Kazakstan. As is often the case in international adoption, national residents are given priority regarding infant adoption. Consequently, babies will be approximately 4 to 6 months old before becoming available for foreign adoption. Because of the country’s unique history and location within Central Asia, both Caucasian and Asian children are available for adoption. Additionally, both boys and girls are available for adoption. Although it is not necessary that a child have medical or developmental disabilities to be eligible for international adoption, adopting parents should consider all children adopted internationally to be special needs. Due to the effects of institutionalization, adoptive parents should expect some developmental delays.

Vietnam International Adoption: Orphans Adoptions program in Vietnam places primarily infants born to single women and abandoned at birth. Although it is not necessary that a child have medical or developmental disabilities to be eligible for international adoption, adopting parents should consider all children adopted internationally to be special needs. Adopting parents should expect some developmental delays. In general, we receive limited or no information regarding the child’s birth parents. Both boys and girls are available for adoption. The average age of a child at placement is 8 weeks. Currently the waiting time for a referral is approximately 4 to 6 months after a family completes their Orphan Adoption paperwork.

International Adoption Kenya: Kenyan courts are not institutionally biased against foreigners seeking to adopt children in Kenya. However, Kenyan law specifically states that that an adoption ORDER shall not be made in favor of a sole applicant who is male or an applicant who is of a different race than the child unless there are extenuating circumstances. Although it still remains an issue, the courts are beginning to take a more liberal view of racial differences between potential adopters and the child. Overall, when considering an adoption case, Kenyan courts view the welfare of the child as paramount. Foreigners interested in adopting a child in Kenya may wish to employ legal representation that is familiar with the practices of Kenya's legal system, as the court's interpretation of adoption laws can vary widely depending on the case.

Honduras International Adoption: The following is a guide for U.S. citizens who are interested in adopting a child in Honduras and applying for an immigrant visa for the child to come to the United States. This process involves complex Honduran and U.S. legal requirements. U.S. consular officers give each petition careful consideration on a case-by-case basis to ensure that the legal requirements of both countries have been met, for the protection of the prospective adoptive parent(s), the biological parents(s) and the child. Interested U.S. citizens are strongly encouraged to contact U.S. consular officials in Honduras before formalizing an adoption agreement to ensure that appropriate procedures have been followed which will make it possible for the Embassy (Consulate) to issue a U.S. immigrant visa for the child.
